Streets of Udvada to get CCTV cameras, free Wi-Fi zones

Surat: The Union textiles and information and broadcasting minister Smriti Irani dedicated an entrance gate which depicts Parsi culture at Udvada in Valsad district to the people of the village on Sunday. National Commission for Minorities member Vada Dasturji Khurshed Kaikobad Dastoor and district collector C R Kharsan were also present at the function. 

Smriti Irani described Iranshah Udvada Utsav as a super-initiative of Prime Minister Narendra Modi. She said, "The Iranshah Udvada Utsav is being celebrated for the past two years and it will help bring the whole Parsi community living anywhere in the world together. The young generation of the community will be able to know about their roots."

She said soon every street of Udvada will have CCTV cameras and also free Wi-Fi zones and a primary health centre. The Union minister said since people of Udvada had adopted her, she will do everything for their well-being.

Smriti Irani had adopted Udvada to develop it as a model village to fulfill the dream of Prime Minister. She announced development work of Rs8.41 crore for the village which includes beautification of the lake, bus stop construction, toilet blocks, an anganwadi, a cricket ground, a garden, a fish market, a primary health centre, Wi-Fi zones, installation of CCTV cameras, a school building, RCC roads and a crematorium.

The three-day Iranshah Udvada Utsav was inaugurated by chief minister-designate Vijay Rupani along with Union minister Mukhtar Abbas Naqvi on Saturday. It is being organized with the help of Gujarat Tourism.

Ambala Cantonment’s railway station soon to get 115 HD CCTV

AMBALA: Considered to be one of the busiest railway stations in the region, with a footfall of over 25 thousand people, the security at the Ambala Cantonment's railway station would soon be beefed up with as many as 115 High Definition CCTV Cameras. With more than 315 trains pass through it on a daily basis, the Ambala Cantonment's railway station is also one of the top-revenue generating railway stations across the country.
According to information, the project of replacing the old cameras, which were installed roughly about a decade ago, was initiated shortly after Northern Railway's GM Vishwesh Chaubey visited the Ambala Cantonment's railway station about a couple of months ago. The Ambala Division officials said that the proposal has been completed and sent to the headquarters, while the project would be started as soon as the permission is granted. The officials informed that the HD CCTV Cameras would be inter-linked with IP Address and could be used by the officials through their mobile phones as well. The officials at key posts would be able to review any corner of the railway station premises through the CCTV Cameras operating them even while sitting in their homes.

The Ambala Division officials stated that a total of ten top officials will be allowed access to the CCTV Cameras. These include Ambala division's Divisional Railway Manager (DRM), Additional Divisional Railway Manager (ADRM), Senior Divisional Commercial Manager (DCM) and seven other senior officials of the division. The officials' mobile phones and email IDs would be registered in the system so that the officials could log in into the system to operate the CCTV Cameras.

The CCTV Cameras would be installed at places including the entry and exit points of all the platforms, different areas in the railway premises, on the railway bridges, reservation centre and the arrival and exit gate of the railway station.

Ambala Division's Sr DCM Praveen Gaur Dwivedi said that the Ambala Cantonment's railway station was a strategic and pivotal in terms of security. Dwivedi added, "The process to replace the old cameras with the new HD cctv cameras was being done to beef up the security at the railway station. The proposal has been drafted and sent to the headquarters and the to install HD CCTV Cameras would start as soon as the permission is granted."

BOX: The Ambala Cantonment's railway station at present has 45 cameras, which were installed along with the CCTV cameras control room in 2007 at the railway station. Since then the quality and quantity of these cctv cameras have been dwindling. Senior railway official disclosed that out of the 45 cameras that were installed, 9 were such in which it was very difficult to identify any person while 4 were not working at all.

Railway extends use of CCTV cameras for monitoring cleanliness

New Delhi, Dec 15 (PTI) Railways said today that it has extended the use of CCTV cameras for monitoring cleanliness activities at major railway stations.

In a written reply to a question, Minister of State for Railways Rajen Gohain said the national transporter has also intensified the enforcement of the Railways (Penalties for activities affecting cleanliness at railway premises) Rules, 2012.

"Regular intensive cleanliness drives are undertaken at various railway stations by Zonal Railways. Use of CCTV cameras has been extended for monitoring of cleanliness activities at major stations," the minister said.

Presently, over 340 major railway stations have been provided with CCTV cameras for round-the-clock surveillance by Railway Protection Force for the security of passengers.

The minister stated that for better cleaning of coaches of trains, mechanised coach cleaning at depots, on board housekeeping services (OBHS) in important long distance trains, ?Clean My Coach? and Clean Train Station (CTS) schemes have been provided.

"This has resulted in visible improvement in cleanliness. New Standard Bid Document (SBD) has been issued recently which is being implemented for integrated housekeeping of stations and trains. This will further improve effectiveness of housekeeping contracts", Gohain said.

The amount allocated and utilised for cleanliness in railways in the financial year 2016-17 is Rs 1080.81 crore and Rs 1008.46 crore respectively. PTI ASG RT

CCTV issued of hammer attack on jewellery shop worker after gang members jailed

Five members of a robbery gang have been handed lengthy jail sentences after a jewellery shop worker was hit with a hammer during a £250,000 raid.

CCTV cameras footage released by West Midlands Police captured one of the men posing as a customer to trick staff into opening the door at SP Green in Birmingham’s Jewellery Quarter.

The security cameras film also shows a smoke shield being triggered, gang member Owen Richardson lashing out with a hammer, and accomplices Daijon Johnson and Jamul Pinnock-Parkes ransacking the store.

Pinnock-Parkes, Johnson and a 17-year-old gang member who failed to get into the shop, were arrested after fleeing the scene and calling a taxi.

Richardson and getaway driver Jermaine Davis were arrested the following day in a Renault Megane seen at the time of the offence.

West Midlands Police said the defendants were convicted at Birmingham Crown Court after CCTV cameras around the city captured their movements before and after the raid on January 6 last year.

Richardson, of Frankfort Street, Newtown, was jailed for 14 years for conspiracy to rob and possession of class A drugs with intent to supply.

The 21-year-old denied the conspiracy charge, but was convicted after a jury spent just 11 minutes deliberating.

Johnson, 20, of Sherborne Grove, Ladywood, admitted conspiracy to rob, and an unrelated robbery, and was jailed for 12 years and eight months.

Bradley Devine, 25, of Four Acres, Quinton, who posed as a customer to allow the gang access, was jailed for 10 years in May last year after admitting conspiracy to rob and other offences.

The 17-year-old, who cannot be named for legal reasons, will be sentenced on December 15 after admitting conspiracy to rob.

HYDERABAD: Less than a fortnight of Metro rail's commercial operations, the 360-degree surveillance cameras, scanning every inch of Metro trains and stations, have picked up a good number of troublemakers. Also, Hyderabad's love for a free ride was nailed by CCTV cameras.

Two people travelling on a ticket/token or trying to pass the same token across the entry gate is the top offence recorded so far. So far, only one serious offence of voyeurism was detected by SHE Teams and the offender was arrested.

"Commuters taking the Metro for joyrides try their hand at mischief, but the automated gates and CCTV cameras are singling out troublemakers. Once, they are aware that they are being watched, they start behaving themselves," pointed out Hyderabad Metro Rail Limited (HMRL) managing director NVS Reddy

"Since the launch, we have asked police to go a bit soft on offenders. For non-serious offences, commuters are being given a warning and let off, while those involved in serious offences will be booked. In future, even non-serious offences will not be overlooked," Reddy added. Also, purchasing ticket up to a particular station, but travelling beyond, overstay at stations, drunken behaviour, parking vehicles at the entry/exit points were the other common issues, authorities said. "We have recorded a few instances of drunk behaviour. They were de-boarded at the next station. Also, a wallet left behind by a lady was retrieved and handed over to the passenger," pointed out Anil Kumar Saini, chief operating officer, railway systems, L& T.

The records of such behaviour would be maintained for at least 30 days and used as reference for future. Apart from drunk behaviour, cctv cameras were also being used for monitoring suspicious behaviour, people loitering at stations and crowd behaviour. "At times, when there are a large number of commuters in one direction, the escalator direction is changed accordingly. Also, since the ticket gates are reversible, we change that using the cctv cameras," Saini added.

Out of 15,000, only 12,500 CCTV cameras installed in Chandigarh

The responsibility to maintain the cameras is with the residents, but the policemen on the beat have to work together with the community to ensure this, said a police official associated with the project.

IN MARCH 2016, the Chandigarh Police started working on an ambitious project in association with residents.
Called Nigehbaan, the project aims to cover the entire city with CCTV cameras By the end of September last year, the police had identified 10,000 locations at which cameras needed to be installed — a whopping 15,000 CCTV cameras in all — covering residential areas, markets, roads and slum colonies.

To date, a total of 12,500 CCTV cameras out of these 15,000 have been installed, said DSP Pawan Kumar, the nodal officer of project Nigehbaan.

“These cameras were installed with the complete participation of general public. The work to install the remaining 2,500 CCTV cameras is still going on and every station house officer (SHO) has been asked to hold public meetings with the residential and market welfare association to encourage the stakeholders to install the cameras,” Pawan Kumar said. Under Nigehbaan, Chandigarh was divided into three zones — Central, East and South.

In Central division — Sectors 17, 18, 7, 8, 9, 10, 11, 2,3, 4 — a total of 2,000 cameras have been installed. In the East division, 4,000 cameras were installed. This zone comprises thickly populated areas vulnerable to crime — Manimajra, Mauli Jagran, Sector 26, Bapu Dham Colony, Sector 19, 20, 21, 27, 28 and Industrial Area.

A total of 6,500 cameras were installed in Southern division comprising maximum sectors located in the south of city and adjoining Mohali. Sources in the project team said, “The spots at which cameras were installed and are to be installed were identified keeping in mind the nature of the locations, crime records and sensitivity of the areas. The prime motive behind ‘Nigehbaan’ is to cover maximum city under e-surveillance to maintain law and order and to detect crimes.”

Pardeep Chopra, general secretary of Resident Welfare Association, Sector 21, said, “We installed six high-resolution CCTV cameras at a cost of Rs 3.80 lakh at six entry and exit points of Sector 21 this year. There have been two occasions in the recent past when Chandigarh Police got success to nab three snatchers, including two brothers from Jalandhar, with the assistance of our cameras. Our cameras are capable to cover a location on 360 degree angel. The Digital Video Recorder (DVR) of these cameras was kept at the houses of local residents.”

The responsibility to maintain the cameras is with the residents, but the policemen on the beat have to work together with the community to ensure this, said a police official associated with the project.

“Although residents cannot be prosecuted like managements of hotels, banks, petrol pumps, where CCTV cameras are mandatory, police beat staff members have to urge residents to maintain cameras and keep them functional.”
With so much police emphasis on installing cameras, many businesses in the city are offering “security solutions”, that is CCTV cameras that can cost as little as Rs 1,200 and as much as Rs 1 lakh, depending on resolution, zoom, pan and tilt. Then are cameras that unlike CCTV cameras can send and receive data via a computer and the Internet.

“There is a variety of CCTV cameras in market and the technology is so upgraded now that even a pin outside the residence can be viewed in the footage. People come to our store to get CCTV cameras as per their need and requirement. The price range of the ones meant to be installed at home start from Rs 1,200 and goes upt to Rs 2,000,” said Pankaj Sharma, who runs one such business.

The Board has instructed that the “Aadhar Enabled Biometric Attendance System” (AEBAS) should be introduced for staff working at zonal headquarters offices, divisional headquarters offices and production units in the first phase.

Although the Railway Board had issued instructions as early as December 2014 for the introduction of Aadhar Enabled Biometric Attendance System (AEBAS) in select offices, including zonal headquarter office and divisional headquarter offices, the implementation of the system was tardy.

In a recent circular to the zonal railways and production units, the board said it had taken a serious view of the slow progress made with regard to implementation of Aadhar Enabled Biometric Attendance System (AEBAS). Besides, it also issued instructions that a progress report should be sent immediately thereafter.

In accordance with the board’s direction, the process of putting in place the biometric attendance system has been given a thrust at the Tiruchi divisional headquarter office.

Railway officials here told The Hindu that some gadgets required for the implementation of the new system had already arrived, while the remaining were expected soon. The devices to be procured under the new system would be of two types – one attached with the computer and the other wall mounted.

A majority of the devices to be used at the office of the Divisional Railway Manager here would be wall-mounted, said the officials.

Staff attached to various departments functioning under the divisional headquarters office campus is nearly 1,000. There are 12 departments, including Commercial, Operating, Signal and Telecommunication, Claims, Accounts, Engineering and Security.

The biometric attendance system would be in place by mid-December, and a report post-implementation would be sent to the Railway Board, the railway officials said. All officers would also be covered under the new system.

Over 75 machines would be installed under the systemwithin the sprawling divisional headquarter office premises situated adjoining the Tiruchi railway junction. The officials said other offices coming under the control of the Tiruchi division would be covered under Phase 2.

The circular also made it clear that the Aadhar Enabled Biometric Attendance System (AEBAS) should be integrated and implemented in such a way that the status of biometric machines and attendance at the divisional level should be accessible by the Divisional Railway Manager’s office.

Utility pushes demand for CCTV cameras

Vijayawada: The welfare associations of various colonies and apartments in the city are keen to install the CCTV cameras in hyderabad at apartments and colonies in the city to step up the security. After bifurcation of the state, the city gained prominence, thanks to the construction of capital city Amaravati. Many people, including job seekers and labourers, are coming to the city in search of livelihood.

Hence, the owners of small shops and other establishments in the colonies are also advised to install CCTV cameras to avoid any untoward incident. The 135 registered welfare associations of colonies and apartments have been instructed by the police department to install CCTV cameras in hyderabad. 

Several apartments have already been equipped with CCTV cameras in hyderabad and some of them are yet to fix. But majority of the colonies and apartments, which were constructed in the recent past, have been equipped with CCTV cameras. 

The owners of apartments at Mogulrajapuram, Labbipet, Gandhinagar, Benz Circle, Patamata Colony, Gurunanank Colony, Postal Colony, Gayathri Nagar, Suryaraopet, Governerpet, Satyanarayanapuram were the first to install CCTV cameras. Later, other areas also started installing the CCTV cameras on their premises. 

Now the builders are also including the CCTV cameras in hyderabad security provision for every apartment or colony, said Bezwada Builders Association president G Rajalingam. Former corporator Bobba Srinivasa Rao said earlier Gunadala and Patamatalanka were villages. But now due to the rise in migration from other parts of state, the residents should give priority for security, he said.    

The Welfare Association of LIC Colony planning to install CCTV cameras at the entrance point of four roads. The residents of the colony has taken a decision to install CCTV cameras at a meeting recently. Actually, the colony residents especially women are afraid of chain snatchings. 

Hence, police set up a special post. The higher officials of police department are also residents in the colony since the shifting of staff from Hyderabad. 

A Venkateswara Rao, a resident of the colony, said that chain snatching and several crime incidents could be controlled in the colony by installing the CCTV cameras. The maintenance is affordable, he added. Anne Srikrishna Rao, owner of Annex Security Systems, said the sale of CCTV cameras was increased.

Govt. planning to install CCTV cameras in over 6,300 buses

With a view to ensure safety of commuters aboard public transportation, , especially female passengers, the Aam Aadmi Party (AAP) government is planning to equip the entire fleet of Delhi Transport Corporation (DTC) and clusters buses with IP-based CCTV surveillance systems.

The Transport Department is looking to appoint a consultant for the project which mainly aims at making the real-time surveillance of as many as 6,350 such vehicles possible from a central location at the push of a panic button.

According to a senior government official, the proposal entailed the installation of at least three cctv cameras aboard each bus.

“The project envisages the implementation of a video-based cctv surveillance system in accordance with the highest standards available for monitoring the activities of the commuters using the DTC and cluster buses and also crew members,” said the official.

The objective of the project, the official said, was to ensure the safety and security of passengers, particularly women, through IP-based CCTV cameras.

As per the plan, three cameras are to be installed on each bus along with a screen to telecast the output from each of these cctv cameras aboard the vehicle.

The total number of vehicles that the government is currently in favour of equipping with these cameras, according to the official, is around 6,350.

“The idea is to be able to assess past and future recording of any incident in the bus remotely through a central control room or as and when the authorities intend to view the live video,” the official said.

Data to be stored

The data, the official added, will be stored, monitored and analysed at a centralised command and control centre to be established as part of the same project.

At present, the DTC has a fleet of 3,781 low-floor AC and non-AC buses, which are being operated through 40 bus depots across the Capital.

Buses operating from the Sarojini Nagar and Raj Ghat bus depots are equipped with CCTV cameras. Within a year, a 1,000 new buses are scheduled to be added to the fleet of DTC.

City to get 2,000 CCTV cameras worth R 74cr under safe city project

Aurangabad: After Mumbai, Aurangabad will be the second city in the state with maximum CCTVcameras coverage. Around 3,500 CCTVcameras will keep a hawk's eye on all important markets and roads in the city. The state capital has 4,000 CCTVcameras at key crossings and major roads.

With the board of directors of Smart City Project sanctioning a whooping Rs 74 crore under the Safe City Project, 1,946 CCTV cameras will be installed at 446 locations in the city. In addition, another 1,500-odd CCTV cameras will be installed using MLA and MP LAD funds in a year.

Aurangabad commissioner of police Yashasvi Yadav said, "With 1,946 cameras under the safe city project and 1,500 cameras being installed using development funds provided by people's representatives, we will have around 3,500 CCTV cameras, the second highest in the state."

He said that with several CCTV cameras, the city police will not only be able to monitor but also prevent any untoward incident or law and order situation.

"If the situation so demands, we will use footages as evidence in the court of law so that the cases end up in conviction," Yadav said.

For carrying out work under the smart city project, a public incorporated company --- Aurangabad Smart City Development Corporation Limited (ASCDCL) --- has been floated. Its CEO and Aurangabad district collector Naval Kishor Ram said that the city has missed the bus in the first list of smart cities. "We have managed to make it to the second list of smart cities and, accordingly, proposals are being made and submitted before the board of directors for getting their nod followed by funds for the projects."

The tenders for the same are all set to be floated in the next few days and it is likely to become a reality in less than six months.

Civic body's city engineer Syed Sikandar Ali, ASCDCL, said, "It is a matter of another four to six months before these CCTVcameras become a reality."

The nodal officer said that the board of directors for the project, headed by additional chief secretary (industries) Sunil Porwal, is keen on giving much needed pace to the projects being carried out by ASCDCL.

Hyderabad: Lack of CCTVs give offenders a free handHyderabad: Hit-and-run accidents on the outskirts of the city often go undetected, primarily due to poor lighting. A majority of these accidents take place at night, and those responsible for them are either cars or heavy vehicles.
Police officials are unable to identify the vehicles due to  lack of CCTV cameras on the roads, as a result of which the perpetrators are able to escape and the victims receive no justice.

Additional DCP, Traffic, Rachakonda, N. Divya Charan Rao, said, “The three main causes of such accidents are speeding, poor lighting, and in some cases, drunk driving. The street lights on the outskirts are very dim, which makes it difficult for people crossing the road to watch out for vehicles approaching at a high speed.”The victims of hit-and-run accidents have little to no chance of receiving any compensation through vehicle insurance because more often than not it is not known which vehicle caused the accident. An insurance company usually recovers money from the owner of the vehicle if the compensation amount decided by the court is greater than the liability cover.  In hit-and-run accidents, there is no chance of any recovery from the accused.
Speaking about the lack of cctv cameras and how they circumvent the problem, the official said, “If there are no cameras at the accident spot, we usually use footage from the cctv cameras installed in the surrounding areas to try and identify the accused.”Most cases go unsolved because of the absence of witnesses or evidence. Ano-ther reason is that many of the vehicles involved in such accidents are from other districts and states, which makes it more difficult for cops to track them down. “The installation of night vision CCTV cameras on the outskirts is in progress.
